Opening of the exhibition in the Library of Elbassy

On August 30, 1995, the Constitution of the Republic of Kazakhstan  was adopted by popular referendum. This day is a public holiday - Constitution Day. The Library of Elbassy organized the exhibition "the Constitution of the Republic of Kazakhstan - the guarantor of independence" dedicated to the 24th anniversary of the adoption of the basic law.

The purpose of the exhibition is to reveal the role of the First President of the Republic of Kazakhstan - Elbassy N.Nazarbayev in the development of the current Constitution of the country, the formation of the model of Kazakhstan's statehood, the creation of constitutional reforms of independent Kazakhstan. In addition, the aim of the exhibition is education of Kazakhstan patriotism, a demonstration of the evolutionary path of formation of the constitutional reform in Kazakhstan through the documents of the personal archive, materials from the museum and book collections of the Elbassy Library.    

The exhibition is based on unique documents from funds of personal archive of Elbassy, in particular draft versions of the Constitution with handwritten corrections, additions of the First President of Kazakhstan N. Nazarbayev. In addition, the exhibition presents exclusive museum exhibits, together with rare books and publications from the museum and book collections of the Library.

A special place in the exposition is occupied by such documents as the Constitutional Law "On the state independence of the Republic of Kazakhstan", adopted on 16 December 1991, and also documents on the adoption of the first Constitution of Kazakhstan of 1993 – the Transition Constitution: a Report of the President of the Republic of Kazakhstan N.Nazarbayev at the IX session of the Supreme Council of Kazakhstan "On the draft Constitution of the Republic of Kazakhstan"; the President of the Republic of Kazakhstan N. Nazarbayev, during the ninth session of the Supreme Council of Kazakhstan on the adoption of the First Constitution; the document to the press conference of the President of the Republic of Kazakhstan N. Nazarbayev on the adoption of the First Constitution of RK; photo materials: "The adoption of the first Constitution of Kazakhstan at the plenary session of the X session of the Supreme Council of the twelfth convocation"; "The reception by the President of the Republic of Kazakhstan N. Nazarbayev, members of the Constitutional Court of the Republic of Kazakhstan."  

As the practical application of the Constitution of 1993 did not correspond to the realities of independent development of Kazakhstan, it became necessary to develop and adopt a new Constitution. Before the adoption of the main document of the country, the experience of advanced countries whose legislation suited the chosen path of our development was studied. The choice of Kazakhstan fell to the French Constitution, which became the Foundation of the main document (the text of consultation of French experts of Roland Dumas, Guy Carcassonne, Jacques Attali on the reform of the Kazakh Constitution; a letter of B. F. de Foucault on constitutional reform in Kazakhstan, materials and other documents).

Elbassy N. Nazarbayev took a direct part in the development of the Constitution of Kazakhstan. In one of his speeches dedicated to the celebration of Constitution Day, Elbassy focused on the history of constitutionalism in Kazakhstan since independence: "In the spring of 1995, together with a group of legal scholars, we discussed which Constitution we should adopt. I personally outlined the constitutions of 20 countries in Europe, America and Asia in search of regulations that would be suitable for our state. We could not simply adopt the pure Constitution of another country. Thus, we came to the Constitution adopted in December 1995 by popular referendum, which was supported by the vast majority of citizens. It has become the Basic Law by which we live today, build our state, strengthen our independence."

The exhibition presents unique documents, in particular: draft versions of the Constitution with handwritten notes, corrections and additions of the President N.Nazarbayev (April-July 1995); a notebook with business records, notes of the President of the Republic of Kazakhstan N.Nazarbayev to his meetings, meetings with the participation of heads of state institutions, the media on the draft new Constitution of the Republic, the fight against crime, and others.

The adoption of the Basic Law of the Republic of Kazakhstan was preceded by a broad discussion of the draft Constitution by the population of the country: the Decree of the President of the Republic of Kazakhstan "On holding a Republican referendum on August 30, 1995" of 28.07.1995; a speech of the President of the Republic of Kazakhstan N. Nazarbayev at a press conference on the results of the national discussion from June 30 to July 30 of the draft new Constitution of the country;  an opening Address by the President of the Republic of Kazakhstan N.Nazarbayev at a press conference for domestic and foreign journalists following a national referendum on the adoption of the new Constitution of the Republic of Kazakhstan; the article from the newspaper "West Kazakhstan citizens said "yes" to the new Constitution."

In total, about 33 thousand collective discussions of the project took place, in which more than 3 million citizens took part. Nearly 30,000 suggestions and comments were made during the discussions. More than 1,100 amendments and additions were made to 55 articles of the draft Constitution.

According to the results of a national referendum on 6 September 1995 the President of the Republic of Kazakhstan N. Nazarbayev signed the Decree "About Constitution of the Republic of Kazakhstan" and held a ceremony of the official presentation of the new Constitution. On the occasion of this historic event, the President of Kazakhstan received congratulatory messages from heads of state, government, state and public figures, ordinary citizens, etc.

The materials of the stock exhibition (archival documents, photographs, museum exhibits, books and photo albums) illustrate the key role of the First President of the Republic of Kazakhstan - Elbassy N. Nazarbayev in the development and adoption of the current Constitution as a fundamental document in the construction of Independent Kazakhstan.
